What exactly is Peppol

Peppol (Pan-European Public Procurement OnLine) is an international, standardised network for the electronic exchange of business documents in B2G and B2B.
Based on the ‘Connect once, connect all’ principle, a single connection gives you access to over 2.5 million subscribers in around 50 countries.
Data is exchanged exclusively via verified, certified access points within a closed, secure network comprising verified participants.

How does Peppol work?

The transfer is carried out using the tried-and-tested 4-corner model:

Corner 1 (Transmitter): You send your document to your own access point.
Corner 2 & 3 (Access Points): Your access point (e.g. compacer) performs technical checks, encrypts the data and transmits it to the recipient’s access point.
Corner 4 (Recipient): The document is received directly by the recipient.

For countries with strict real-time tax reporting requirements (e.g. France or Slovakia, as well as Belgium from 2028), the process is seamlessly extended to include the 5-Corner model: this involves an automated report being sent to the relevant tax authority in parallel. compacer also supports this model for you.

Is the use of Peppol mandatory in Germany, and is Peppol sufficient to meet the e-invoicing requirement?
Under the Growth Opportunities Act, Germany is not introducing an explicit ‘Peppol requirement’ for the B2B sector, but instead stipulates that e-invoices must comply with the EN 16931 standard (such as XRechnung or ZUGFeRD):
- B2G (public authorities): Established since 2020; Peppol is the preferred transmission method (with the routing ID included in the document).
- B2B (businesses): The obligation to receive signals has been in force since 2025; the obligation to transmit signals will be phased in from 2027/2028.
Conclusion: Peppol is officially approved as a transmission channel for German e-invoices. With compacer, you can send your documents automatically in the required Peppol BIS Billing 3.0 format.
In which countries is Peppol already mandatory, and how are special national rules dealt with in relation to tax authorities
Peppol operates in around 50 countries worldwide and is regarded as the European Commission’s preferred network for future e-invoicing requirements (ViDA from 2030):
- Operations / Mandatory B2B: Belgium, Croatia and core markets in Scandinavia and the Benelux. Also operates outside Europe (e.g. Australia, Japan, Singapore).
- Upcoming Peppol requirements: France (phased in from 2026/2027) and Slovakia (from 2027).
- Upcoming e-invoicing requirements (using Peppol): Spain and the United Kingdom (planned from 2029), where Peppol is approved as the established transmission standard.
International coverage with compacer:

compacer covers both the direct sending of invoices to business partners and automatic forwarding to country-specific tax authorities – such as in France, Slovakia and, from 2028, Belgium.

What format does Peppol use, and who operates the network?

By default, Peppol uses the standardised Peppol BIS Billing 3.0 format, which is based on the European standard EN 16931 and the UBL 2.1 format. The Peppol network is operated and further developed internationally by the non-profit organisation OpenPeppol, which is based in Belgium.
What requirements must my business meet, and does compacer handle the registration?

You do not need your own Peppol certification. As a certified access point, compacer handles the entire service for you and registers your company on the network using your participant ID (e.g. VAT number).

Particularly future-proof: compacer already complies with OpenPeppol’s ISO/IEC 27001 certification, which will become mandatory for all access points from July 2027.
Where is the data processed by compacer when sending messages via Peppol, and how is data protection regulated?

Data processing is carried out in accordance with the GDPR at our parent company’s ISO/IEC 27001-certified German data centre, eurodata AG. This means that compacer already meets OpenPeppol’s strict security requirements for 2027.
Can compacer’s Peppol integration be connected directly to existing ERP systems such as SAP?

Yes, compacer seamlessly integrates the Peppol Access Point with your existing ERP, financial accounting or CRM systems – enabling automated processes without the need for manual data entry.

Apart from e-invoices, what other documents can be exchanged via Peppol, and are there any acknowledgements of receipt?

By default, the Peppol network supports both the sending and receiving of documents throughout the entire digital supply chain. In addition to e-invoices and credit notes, purchase orders, order confirmations, dispatch advice and catalogues can also be exchanged. To ensure technical transparency, the Peppol standard provides for the Message Level Status (MLS) – an automated, technical acknowledgement of receipt that confirms successful delivery to the sender.
Is there a Peppol solution without a contract for just a few invoices a year?

Yes, for occasional senders, compacer offers the simplepeppol tool on a pay-per-use basis (1.5% of the invoice amount, min. €2.50 / max. €15.00). No subscription, account or registration required. If your volume increases later on, you can switch to the automated connection at any time.
How does sending invoices via simplepeppol work in practice?
